2004 Legislative Session

The following are legislative activities directly relate to homeschool issues: 

HB 2704 An act relating to alternative learning programs. This bill would allow distance learning in alternative learning programs and would expand the programs to allow part-time attendance of home-based or private school students. The main concern with this bill is its amends a current law that authorizes contract schools for at "risk students" a category which homeschool students do not fall under. We also oppose these programs due to their misuse of funds and because the state auditor’s office has launched a statewide investigation into the programs due to their abuses. It only seems reasonable to wait until their results and recommendations before passing any legislation.

Position: oppose bill, supported amendments

SB 6450 An act making it unlawful to discriminate against home-based or private school students that do not have a certificate of mastery. This legislation would offer protection to homeschool students from unwarranted discrimination. The certificate of mastery is required to graduate from a public school in the year 2008. The certificate of mastery is marketed as a tool for employers and higher education to use for hiring or entrance. Home-based and private-school student are exempt from the certificate of mastery.

Action: Died in committee.

Position: Due to inability to get some of the language changed in this bill we now oppose it.

SB 6263 An act relating to home-based drivers instruction. This legislation would amend Washington state law to include a parent providing home-based instruction in the definition of a "qualified teacher of traffic safety education." Parents would be able to teach drivers education apart from the public school.

Action: Died in committee.

Position: support

SB 6343 An act relating to lower the mandatory school age to six years old.

Action: Died in committee.
