Alternative Learning Program Tool Kit

We have prepared this information to help educate homeschoolers of the dangers of the alternative learning programs, sometimes called independent study programs, parent partnership programs, distance learning programs, virtual charter schools, etc.

While we support educational choice, we are concerned with the unintended consequences these programs may have upon independent homeschooling. Our main concern is that these programs are often confused with independent homeschooling

We do not support government funded or controlled homeschooling- which is many times what these programs are really offering.

Our long-term goal is to protect homeschoolers by making sure these programs are not confused with homeschooling under the home-based instruction law. We will seek to do this by making sure any legislation introduced to expand or create these programs will have:

  • full written disclosure to parents
  • allow part-time access without losing homeschool status
  • appropriate funding
  • program accountability

Solutions

We would like to make sure any future legislation reforms the current funding model, gives full disclosure in writing to homeschooling families, and clarifies the difference between alternative learning programs and home-based instruction. We believe that part-time services, which most alternative learning programs provide, should be funded part-time, not full-time.
